A problem with this question as formulated is the vagueness of the term "gay." Are we talking about someone with homosexual desires? Someone who engages in homosexual activity? A student who advocates for the legitimacy of homosexual relationships? Each of these cases is a different world halachically and hashkafically.
To be clear, I am not advocating a policy for any of these social categories. What I advocate is clarity.
