<HTML>IV. Prayers for rain
My very strong impression (strengthened by the research I did before writing my curriculum on veten tal u-matar) leads me to believe that all prayers for rain are LOCAL. I doubt, then, whether the addition of a tefillah in the shma koleinu of an American student is designed to impact on the weather in Israel.
It's important to be concerned about the sufficiency of rain in any country where it is needed to sustain life, but the only countries for which we specifically pray for rain are our own.
