Regarding David Harbater’s query, I am not sure which material of Rav Shagar’s he went over, but it seems to me that two chapters in the book “Luchot v’Shivrei Luchot†do address his point. I am referring to the chapters “Chinuch v’Idiologia†and “Galut Betoch Batiutâ€, pp. 180-226.
