In response to Debra Kira's query, I would suggest convening 3 or 4 members of staff to propose the elements. A "discipline policy" - or rather "conduct expectations" which rings more positively - best addresses a school's culture when it is designed from within in response to its population and philosophies. Additionally, involving a cadre of educators invites buy-in from the professionals more readily. You might even consider including the input of a couple of students! The ultimate goal is to have everyone invested in establishing a respectful community and maintaining the optimum shared environment, including them in the process is a win-win.
