I believe that Paul Shaviv has misdiagnosed the problem to some extent.
The Judaic studies teachers who are unable to speak about these matters
are usually those who have never been showed how to do it. A strong
principal who wants his or her teachers to be able to discuss these
and related matters brings in experts to show the teachers how to handle
the issues and sets curricula goals that bring the issues to the
classroom. There is no excuse to allow those who are not trained in
Torah to be the teachers of value-laden issues like sex.
